Specific admission requirements:
Acquired Bachelor’s/Master’s degree in Public Administration or other majors with average grade of the diploma no lower than Good 4.00; successfully passed entrance examination. For active employees in state administration the examination is a motivational interview.

of the Master’s Degree programme ‘Territorial Administration’ gives initial information and directions for the opportunities for recognition and acceptance of credits from prior learning.
Procedures
Recognition of credits on the basis of presented documents:
- an academic transcript or a diploma from prior learning;
- international diplomas and certificates in computer skills corresponding to ECDL (The European Computer Driving Licence). Certification of knowledge and skills by passing examinations at VFU ‘Chernorizets Hrabar’ in:
- computer skills at the Department of Informatics;
- specialized knowledge and skills for the professional field at the Department of Administration and Management: for active employees in state administration - educational training and pre-graduation work placement, as well as courses whose educational contents directly correspond to their work; on the basis of presented certificates, etc. from legitimate higher educational institutions for post-graduate (continuing) training in Public Administration
Awarding credits:
The department awards ECTS credits corresponding to the study programme of the Master’s degree programme on the basis of the results of knowledge and skills certification.
Qualification requirements and regulations:
In order to be awarded the qualification:
- Bachelors and Masters in Public Administration need: 90 credits, 54 credits from compulsory courses, 9 credits from elective courses, 6 credits from optional courses, 3 credits from educational training (practicum in Public Management), 3 credits from pre-graduation work placement and 15 credits for Thesis defence (Master’s Thesis).
- Bachelors and Masters in other majors need: 120 credits, 84 credits from compulsory courses (30 of them for the equivalency semester), 9 credits from elective courses, 6 credits from optional courses, 3 credits from educational training (practicum in Public Management), 3 credits from pre-diploma work placement and 15 credits for Thesis defence (Master’s Thesis).
Profile of the programme:
Training of highly qualified managerial staff for the local self-government and government authorities in order to competently develop and implement regional and municipal strategies, development plans and programmes, competitive specialists and experts with a profound theoretical training and practical skills to work in the changing socio-political environment.
Key learning outcomes:
Development of theoretical knowledge and practical skills referring to: analysis and diagnostics of the degree of correspondence between state bodies’ authorities, local self-government bodies and the activities of territorial administration under conditions of Bulgaria’s membership in the EU; identification and solution of topical problems in the field of the territorial administration; principles, challenges and forms of social realization of the set goals; provision of opportunities for improvement of public services for citizens and the business according to the European principles for good governance.
Occupational profiles of graduates with examples:
Successful graduates can realize themselves in the state and territorial administration, in public services organizations, in international public organizations, in non-governmental organizations, etc.
