 RECOGNITION OF HIGHER EDUCATION ACQUIRED AT FOREIGN UNIVERSITIES
 
I. GENERAL RULES
 
In pursuance of Article 21, Section 13 of the Higher Education Act, the Ordinance on the State Requirements for Recognition of University Education Acquired in Foreign Institutions of Higher Learning, and of Periods of Studies Completed at Such Establishments and Instruction № 7 of VFU "Chernorizets Hrabar" for recognition of higher education and periods of study at foreign universities, VFU "Chernorizets Hrabar" organizes a procedure for recognition of higher education acquired at foreign universities which is carried out in order to allow access to further training at the University.
 
Higher education acquired at a foreign university is certified by a diploma or a similar document issued by an educational institution recognized by a competent government authority as part of the secular system of higher education of the country.
 
 
II. PROCEDURE FOR RECOGNITION OF HIGHER EDUCATION ACQUIRED AT FOREIGN UNIVERSITIES
 
The recognition of higher education acquired at foreign universities is organized at VFU "Chernorizets Hrabar" by a Commission appointed by order of the Rector. The Commission decisions on recognition, terminating the recognition procedure or denial of recognition of higher education acquired at foreign universities is approved by the Rector of VFU "Chernorizets Hrabar".
In recognition of higher education acquired at foreign universities, indicators are taken into consideration stipulated in the Ordinance on the State Requirements for Recognition of University Education Acquired in Foreign Institutions of Higher Learning, and of Periods of Studies Completed at Such Establishments.
 
Necessary documents:

Persons wishing recognition of higher education are required to submit in person or by proxy at the Admissions Centre of VFU "Chernorizets Hrabar" the following documents:
 
1. Application (corresponding to a specimen);
2. Original and notarized copy of the diploma of higher education or other similar document;
3. Original and notarized copy of the Diploma Supplement;
4. Original and notarized copy of the European Diploma Supplement, if any;
5. Original declaration of consent to use of personal data (corresponding to a specimen);
6. A document certifying the change of name of the applicant, if any;
7. Other documents which according to the applicant are relevant to the requested recognition;
8. Proof of payment of fee for performing the procedure;
 
Notes:

1. The documents under Sections 2, 3 and 6 have to be translated, legalized and certified in accordance with the international treaties of the Republic of Bulgaria with the country in which they have been issued. In the absence of such provisions, the documenst have to be legalized under the general procedure for legalization, translation and certification of documents and other papers.


The recognition of higher education includes:

1. Check on the status of the university issuing the diploma of higher education.
It is evidenced by submitting a copy of the license of the university, including the right to run training courses and confer degrees.
2. Check on the authenticity of the diploma of higher education acquired abroad and assessment of the conformity of data in it with the state requirements for acquiring higher education in Bulgaria:
a) for this purpose a request is made to the respective university;
b) for authentic and definitive is accepted an answer on paper by the respective university.
 It is evidenced by a letter from the respective university which confirms the authenticity of these educational documents.
3. Making a decision for recognition or refusal of the applicant's right to continue their education at VFU "Chernorizets Hrabar" or for terminating the procedure.
 
Fees:
A fee of 66 euro is charged to perform a procedure for recognition of higher education and completed periods of study at foreign universities with the aim of continuing education at VFU "Chernorizets Hrabar".
